    In fall 2023, Fraser Public Schools received a grant of $617,498 from the Michigan Department of Education aimed at enhancing literacy instructional practices. The grant's purpose is to support the implementation of quality, research-based best practices and professional development. This initiative aligns with efforts to improve literacy outcomes for students through targeted teacher training and professional learning opportunities.

    The reference to "35j legislation" underscores a mandatory component tied to this funding. According to this provision, all educators working with students in Pre-K through grade 5—encompassing classroom teachers, resource teachers, electives teachers, building administrators, and instructional coaches—are required to undergo the designated professional learning. This comprehensive approach is meant to ensure that everyone directly involved in educating or supporting these early grade levels is equipped with consistent, effective literacy instruction methods, enhancing overall student literacy achievement.

    To that end, over 160 elementary staff members have engaged in literacy professional development aligned to the science of reading.  All staff is participating in the Macomb Intermediate School District’s K-2 or 3-5 Literacy Learning Modules.  Macomb’s Comprehensive Approach to Literacy is a framework based on Michigan Academic Standards, the Essential Practices in Early and Elementary Literacy, and The Science behind Reading and Writing Instruction. 

    The elementary school staff has a unique opportunity to engage deeply with Dr. Julia Lindsey, a leading expert in literacy development and evidence-based reading practices. Dr. Lindsey’s extensive expertise in the science of reading and her practical, research-driven strategies provide staff with a rare chance to refine and elevate their instructional methods. Through professional development sessions, classroom modeling and observations, and collaborative discussions, staff members have gained a deeper understanding of effective literacy techniques, tailored interventions, and strategies to support diverse student needs. This partnership promises to empower educators with innovative tools and knowledge, ensuring improved literacy outcomes and fostering a culture of continuous growth and excellence within the school.

    Additionally, the grant specifies that the “district is required to…post on the district’s website which Pre-K to 5 literacy curriculum and benchmark assessment the district is using.”

    Fraser integrates a variety of instructional resources to support the Y5-6 English Language Arts curriculum, focusing on developing students' content knowledge and skills in reading, writing, speaking, listening, and language. Current instructional resources include:
